ျပီးခဲ့တဲ့ လဆန္းတံုးက ရိုဟင္ဂ်ာကို ဘယ္သူ ေမြးစားခဲ့သလဲ ဆိုတဲ့ ပို႕စ္တစ္ခု ပိေတာက္ေျမမွာ ေရးတင္ခဲ့တယ္။ ပါလီမန္ေခတ္က အာဏာရူးခဲ့တဲ့ ႏုိင္ငံေရးသမားေတြ၊ နအဖကို တိုက္ကြက္ရရင္ ျပီးေရာဆိုျပီး လုပ္ေနတဲ့ ဒီမိုကေရစီေရး လႈပ္ရွားသူဆိုတဲ့ သူေတြေၾကာင့္ ကၽြန္ေတာ္တို႕ ရခိုင္ျပည္နယ္မွာ မုတ္ဆိတ္နဲ႕ လူမ်ိဳးစုတစ္စု အပိုင္ရေတာ့မယ္။ ဒါဟာ နအဖကို တို္က္ဖို႕နဲ႕သာ ဆိုင္တဲ့ ကိစၥ မဟုတ္ဘူး။ အမ်ိဳးသားေရး၊ ျပည္ေထာင္စုအေရး ျဖစ္တယ္ ဆိုတာကို မေမ့ဖို႕ လိုပါတယ္လို႕ မီးေမာင္းထိုးျပ ခဲ့တယ္။ ဒါေပမယ့္ ျပီးခဲ့တဲ့ အပတ္ ကုလသမဂၢ လူ႕အခြင့္အေရး ေကာင္စီမွာ ကၽြန္ေတာ္တို႕ ရာသက္ပန္ စင္ျပိဳင္အစိုးရ ၀န္ၾကီးခ်ဳပ္ ေဒါက္တာစိန္၀င္း တို႕က ရိုဟင္ဂ်ာ ကိုယ္စားလွယ္ကို စင္ေပၚ တင္ေပးျပီး ရိုဟင္ဂ်ာအေရး ေျဖရွင္းဖို႕ ေတာင္းဆိုေနတာ ေတြ႕ရေတာ့ ဒီလူေတြ လုပ္ပံုကို ၾသခ်မိတယ္။ ဒီေလာက္ေတာင္ ရိုဟင္ဂ်ာကို သနားစရာ လူမ်ိဳးစုေလး အျဖစ္ ပံုေဖာ္ေနတဲ့ သူေတာ္ေကာင္း ၾကီးမ်ားအတြက္ ရိုဟင္ဂ်ာအေၾကာင္း ေဖာက္သည္ ခ်လို္က္ဦးမယ္။
ရိုဟင္ဂ်ာကို ေထာက္ခံမယ္လို႕ စဥ္းစားရင္ အလယ္သံေက်ာ္ ကြန္ဖရင့္ဆိုတာကို အရင္သိဖို႕ လိုတယ္။ အလယ္ သံေက်ာ္ရြာ ဆိုတာ ေမာင္ေတာျမိဳ႕နယ္မွာ ရိွတယ္။ အရင္က ရခုိင္ရြာ၊ ကုလား မရိွဘူး။ ၁၉၄၂ အဂၤလိပ္ အဆုတ္၊ အုပ္ခ်ဳပ္ေရးမဲ့ ေနခ်ိန္မွာ ျဖစ္တဲ့ ကုလား-ရခုိင္ အဓိကရုဏ္းမွာ အိမ္ေျခ ႏွစ္ရာေက်ာ္ရိွတဲ့ အလယ္သံေက်ာ္ တစ္ရြာလံုး ပ်က္သြားတယ္။ အဲဒီတံုးက ရခုိင္ေတြက ေတာင္ကိုေက်ာ္ျပီး ဘူးသီးေတာင္၊ ရေသ့ေတာင္ဘက္ကို ေျပးဖို႕ ႀကိဳးစားတယ္။ အဂၤလိပ္က V force ဆိုျပီး ကာကြယ္ေရး တပ္ဖြဲ႕ေပးခဲ့တဲ့ ကုလားေတြက ရြာေတြကို ဖ်က္တယ္။ ထြက္ေျပးဖို႕ ၾကိဳးစားတဲ့ ရခုိင္ေတြကို ေတာင္ေက်ာ္လမ္းေတြက ေစာင့္သတ္တယ္။ ဒါ့ေၾကာင့္ ရခုိင္ေတြက စစ္ေတြဘက္ကို မေျပးႏုိင္ဘဲ ကုလားျပည္က ဒိႏၷာပူရ္ ဘက္ကို ထြက္ေျပးရတယ္။ အဲဒီမွာ ရခုိင္ ေလးေထာင္ ေလာက္ကို အဂၤလိပ္က ဒုကၡသည္စခန္း ထားတည္ေပး ခဲ့ရတယ္။ အဲဒီ သတ္မႈၾကီးမွာ ရခုိင္ သံုးေသာင္းေလာက္ ေသခဲ့တယ္။ အဲဒီ အခ်ိန္က စျပီး အလယ္သံေက်ာ္ဟာ ကုလားရြာ ျဖစ္သြားခဲ့တယ္။ အခုသြားၾကည့္ တစ္ရြာလံုး ကုလားေတြျဖစ္၊ ရခုိင္ လယ္ေတြက ကုလားပိုင္ လယ္ေတြ ျဖစ္ကုန္ျပီ။ အဲဒီ အလယ္သံေက်ာ္မွာ ၁၉၅၁ခုႏွစ္ ဇြန္လမွာ မြတ္ဆလင္ ညီလာခံ က်င္းပတယ္။ အဲဒီ ညီလာခံကို ဦးႏုေမြးထားတဲ့ ကုလားအမတ္ စူလတန္ မာမြတ္ ေခါင္းေဆာင္တဲ့ ကုလား ပါလီမန္ အမတ္ေတြက စီစဥ္ေပးတာ ျဖစ္တယ္။ အဲဒီ ညီလာခံမွာ ကုလားေတြက ဒါေတြကို ေတာင္းဆိုခဲ့တယ္။
၁။ ရခုိင္ ေျမာက္ပိုင္းကို ရွမ္းျပည္နယ္၊ ကရင္ျပည္နယ္၊ ခ်င္းေတာင္တန္း၊ ကခ်င္ေဒသ ေတြလို လြတ္လပ္ေသာ မူဆလင္ ျပည္နယ္အျဖစ္ အျမန္ဆံုး ဖြဲ႕စည္းေပးရန္။ ျပည္နယ္ စစ္တပ္၊ ျပည္နယ္ရဲ တပ္ဖြဲ႕၊ ျပည္နယ္ လံုျခံဳေရးတပ္ဖြဲ႕မ်ား ထားရိွရန္။
၂။ စစ္ေတြျမိဳ႕ကို ရခုိင္ ေတာင္ပိုင္းႏွင့္ ေျမာက္ပိုင္း ပူးေပါင္းျမိဳ႕ေတာ္ အျဖစ္ သတ္မွတ္ကာ ျမိဳ႕ႏွင့္ ဆိပ္ကမ္း ကြပ္ကဲမႈကို ရခုိင္ႏွင့္ မူဆလင္ ငါးဆယ္ ရာခုိင္ႏႈန္းစီ အုပ္ခ်ဳပ္ခြင့္ ျပဳရန္၊ ပထမဆံုး ျမိဳ႕ေတာ္ ၀န္ႏွင့္ တုိင္းမင္းၾကီးကုိ မူဆလင္ လူမ်ိဳးအထဲမွ ခန္႕ထားရန္။
၃။ ရခုိင္ျပည္နယ္ လက္နက္ကိုင္ တပ္ဖြဲ႕တြင္ မူဆလင္ ငါးဆယ္ ရာခိုင္ႏႈန္း ပါ၀င္ရန္။
၄။ ဗဟို အစိုးရတြင္ မူဆလင္ဆိုင္ရာ ၀န္ၾကီး ခန္႕ထားရန္။
၅။ လူမ်ိဳးစု လႊတ္ေတာ္သို႕ အျခားျပည္နယ္မ်ား နည္းတူ ကိုယ္စားလွယ္ အညီအမွ် ေစလႊတ္ ခြင့္ျပဳရန္။
၆။ မူဆလင္ေကာင္စီထားရိွခြင့္ျပဳရန္။
၇။ မူဆလင္အထက္တန္းေက်ာင္းႏွင့္ ေကာလိပ္မ်ားတည္ေထာင္ခြင့္ျပဳရန္။
အဲဒါေတြက ကၽြန္ေတာ္ မွတ္သားထားတဲ့ အခ်က္မွ်သာ ျဖစ္တယ္။ မွတ္မိ သေလာက္ေတာ့ အားလံုး ၁၄ ခ်က္ ပါတယ္လို႕ ဆိုတယ္။ သိသူမ်ားရိွရင္ အျပည့္အစံု ေရးေပး ေစခ်င္တယ္။ ဒီ ၇ ခ်က္ကို ၾကည့္ရင္ ဘဂၤါလီ ကုလားမ်ားဟာ ဘယ္ေလာက္ ရည္မွန္းခ်က္ ၾကီးခဲ့တယ္ ဆိုတာ သိႏုိင္တယ္။ အဲဒီ အစည္းအေ၀းမွာ ဘဂၤါလီ ကုလားမ်ားက သူတို႕ကိုယ္ သူတို႕ ရခုိင္မူဆလင္ ဆိုတဲ့ စကားလံုးကို စျပီး သံုးခဲ့တယ္။ ဒါေပမယ့္ ဒါကို ရခုိင္ ျပည္သူေတြက လံုး၀ လက္မခံ ခဲ့ဘူး၊ ရခုိင္လူမ်ိဳးဟာ ဘယ္တံုးကမွ မူဆလင္ မျဖစ္ခဲ့ဘူးလို႕ အၾကီးအက်ယ္ ကန္႕ကြက္ခဲ့တယ္။ ဒါ့ေၾကာင့္ မူဂ်ာဟစ္၊ ရခုိင္ မူဆလင္ ဆိုတဲ့ နံမည္ေတြ အလုပ္ မျဖစ္ေတာ့တဲ့ ေနာက္မွာ ရိုဟင္ဂ်ာ ဆိုတဲ့ နံမည္ကို ဘဂၤါလီ ေတြက တီထြင္ခဲ့တာ ျဖစ္တယ္။
ေနာက္ျပီး ရခုိင္ကို ေရာက္ေနတဲ့ ဘဂၤါလီ ကုလားေတြနဲ႕ ဘဂၤလားေဒ့ရ္ွ ဘက္မွာ ရိွေနတဲ့ မူဆလင္ ဘာသာေရး ေခါင္းေဆာင္ေတြ ဘယ္ေလာက္ ယုတ္မာတယ္ ဆိုတဲ့ သာဓကေလး တစ္ခု ေျပာျပ ခ်င္တယ္။ ၁၉၈၅ ခုႏွစ္ တံုးက ရိုဟင္ဂ်ာ လြတ္ေျမာက္ေရး အဖြဲ႕ (RLO) ဥကၠဌ အာမက္ရွားရဲ့ မိန္႕ခြန္းကို အသံသြင္း ထားတဲ့ ကက္ဆက္ေခြေတြ ဘူးသီးေတာင္၊ ေမာင္ေတာနယ္ ထဲမွာ ျပန္႕ခဲ့ဖူးတယ္။ လံႈ႕ေဆာ္စာ ေတြလည္း ထြက္ခဲ့တယ္။ ကက္ဆက္ေခြ ထဲမွာ မူဆလင္ ဘာသာေရး ေခါင္းေဆာင္က ေမယု နယ္ေျမမွာ ရိွတဲ့ မူဆလင္ ဘာသာ၀င္ မဟုတ္တဲ့ သူေတြကို သည္ေဒသက ထြက္သြားေအာင္ နည္းမ်ိဳးစံု သံုးဖို႕၊ သူတို႕ ေနရာေတြမွာ မူဆလင္ေတြနဲ႕ အစားထိုးဖို႕၊ ေနာက္တစ္ၾကိမ္ ရခုိင္-ဗမာ ေတြက ႏိွပ္စက္ရင္ ထြက္မေျပးဘဲ ရင္ဆိုင္ဖို႕နဲ႕ အလႅာက ရိုဟင္ဂ်ာေတြ ဘက္မွာ ရိွေၾကာင္း ေဟာေျပာ ထားတာေတြ ပါတယ္။ ေနာက္ျပီး ဘဂၤလားေဒ့ရွ္ ဘက္မွာ ျဖန္႕တဲ့စာေတြ ထဲမွာေတာ့ ရခုိင္ အမ်ိဳးသမီး ေလးေတြပံုနဲ႕

ေနာက္ထပ္ ကုလားေတြ ယုတ္မာတဲ့ အျဖစ္က ၈၈ မွာျဖစ္ခဲ့တဲ့ ေမာင္ေတာ အေရးအခင္း ပါပဲ။ ၈၈ ေမ ၁၃ရက္ ေန႕မွာ ေမာင္ေတာျမိဳ႕ ၀န္းက်င္ ကုလားရြာေတြက ကုလားေတြနဲ႕ ျမိဳ႕ထဲက ကုလားေတြ ေပါင္း အင္းအား ငါးေသာင္းေလာက္နဲ႕ ျမိဳ႕ကို စီးဖို႕လုပ္ခဲ့တယ္။ (၄) ရပ္ကြက္က ဘုန္းၾကီးေက်ာင္း အဖ်က္ခံရတယ္။ ရခုိင္ ရပ္ကြက္ေတြကို ၀ုိင္းျပီး မီးရိႈ႕ဖို႕ သတ္ဖို႕ လုပ္တယ္။ ရဲစခန္းနဲ႕ ဘူးသီးေတာင္- ေမာင္ေတာလမ္းမွာ ရိွတဲ့ လံုထိန္းတပ္က အတင္း ၀င္ပစ္ျပီး ကာကြယ္လို႕ ျမိဳ႕မက် ခဲ့တာျဖစ္တယ္။ မဟုတ္ရင္ ေမာင္ေတာက ရခုိင္ေတြဟာ ၄၂ ခုႏွစ္ တံုးကလို အျပတ္ရွင္း ခံရမွာ ျဖစ္ပါတယ္။ ဒီ အျဖစ္အပ်က္ကို ေမာင္ေတာ ေဒသခံ ရခုိင္ေတြကို ေမးရင္ သိႏုိင္ပါတယ္။ ေမ ၁၃ ဟာ ၄၂ ခုႏွစ္ ကုလား - ရခုိင္ အဓိကရုဏ္း စျဖစ္တဲ့ေန႕ ျဖစ္တယ္။ ၈၈ မွာ ျပည္၊ ေတာင္ၾကီး တို႕မွာ ကုလား- ဗမာ ျပႆနာ ျဖစ္ခဲ့တာကို အခြင့္ေကာင္း ယူျပီး အဲဒီေန႕မွာ ကုလား-ရခုိင္ အဓိကရုဏ္း ဖန္တီးဖို႕ အၾကံၾကီး ၾကံခဲ့တာပါ။
အဲဒီအျဖစ္အပ်က္ သံုးခုကေတာ့ ရိုဟင္ဂ်ာ ဒုကၡသည္မ်ား ဆိုျပီး ႏုိ္င္ငံတကာက သနားေအာင္ ကုလားမူ၊ ကုလားခၽြဲ လုပ္ေနတဲ့ ဘဂၤါလီမ်ားရဲ့ စရိုက္အမွန္ကို ျပေနတာပါပဲ။ သမိုင္းလည္း မသိ၊ သိေအာင္လည္း မေလ့လာ၊ ကိုယ္အာဏာ ရဖို႕ အတြက္ပဲ သိျပီး ရိုဟင္ဂ်ာကို စင္ေပၚတင္ ေပးေနတဲ့ သူေတြကို အမ်ိဳးဖ်က္မယ့္ အာဏာရူး ေတြလို႕ ေျပာရင္ လြန္မယ္ မထင္ပါဘူး။

2. To extend Rights so as to share with the Rakhaings (Arakanese) on a 50:50 basis in representation and management of the defence of Arakan (Rakhaing State) as well as in the administration of Sittwe (Akyab), the metropolis and the port city, which would be divided into the Muslims and Rakhaings zones, priority being given to the Muslims co-administrator holding higher rank over the alternate Arakanese (Rakhaing) counterpart in rotation of the term of office;
3. To accord the Muslim state the same status as extended to the Chins, the Kachins, the Shans, and the Karen State, with the right of proportionate representation on the constituent assembly and Upper Chamber of legislature;
4. To appoint a Muslim representative from Northern Arakan as the Muslim Affairs Minister in the Government of the Union of Burma;
5. To guarantee fair and adequate representation of the Muslims in the Civil Service, Judiciary, and Armed Forces of the Union of Burma;
6. To provide complete freedom and equality in the field of religion, culture, communal education, and economy;
7. To protect Muslim properties and businesses, and to compensate in case of destruction;
8. To promote the welfare of the Muslim Community;
9. To establish quasi courts, each to be presided over by grand mufti (a judge who interprets Islamic Laws), with the power to decide cases concerning the social and personal life of the Muslim according to the laws and principles of the Holy Sharia;
10. To accord rights to form a statutory Muslim Council ( Majlis Islamia), with the approval of the Muslim conference, for the management of the religious, social, educational, and cultural affairs, and also the administration of the Muslim Institutions in order to promote welfare of the Muslims in the Union of Burma according to the Islamic Laws;
11. To establish, with the financial aid of the Government of the Union of Burma, Islamic schools and colleges whose medium of teaching being Arabic (the canonical tongue of Islam);
12. To facilitate teaching of Urdu, Arabic, and Diniyat (Islamic religious instructions) in all the public schools throughout the country where the Muslim students represent the considerable number;
13. To further extend and develop the Urdu schools;
14. To give complete freedom to the Muslims to found and run their own educational, religious, and culutural institutions;
15. To make Urdu the medium of instruction for the Muslims in the primary and secondary schools;
16. To refrain from imposing other languages on the Muslims against their will or to the detriment of the Muslim culture and integrity;
Furthermore, they sent an oral 'Request' to the Government of the Union of Burma through two Muslim Ministers in the Cabinet, U Rashid and U Latiff;
1. Pork and pork products should not be sold in Burmese markets because there are shops owned by Muslims in the markets;
2. Pork and pork products should be sold only in special shops in separate areas;
3. Pork and pork products must be wrapped properly so that these cannot be seen by Muslims;
4. According to the Koran a Muslim has to worship only Allah. Because of this reason, they cannot salute the Flag of the Union of Burma;
